Training Development for New Pilot Boat Captains
Since 2024, the Laurentian Pilotage Authority (APL) has mandated me to develop training for new pilot boat captains and a safety management system. This dual component aims to strengthen operational reliability, ensure regulatory compliance, and support the APL's technological modernization.
Since 2024, as part of its commitment to maritime safety, the Laurentian Pilotage Authority (LPA) has mandated me to develop a targeted training program for new pilot boat captains.
This initiative aims to ensure consistent and rigorous management of transshipment operations while meeting current regulatory requirements. At the same time, I am closely involved in the development of a safety management system specific to LPA activities, incorporating industry best practices.
This system enables continuous risk assessment, skills monitoring, and optimal supervision of critical operations. It will also ensure that the APL complies with the requirements of the LMMC, 2001 and regulations relating to the safe operation of a vessel and environmental protection, with pilot boats to be certified by June 2026.
This dual component—training and safety management—contributes to strengthening the reliability of pilotage services, stabilizing staffing levels, and creating a base that can be exported to other maritime organizations or government agencies. These efforts also support the development of the APL's technological capabilities, such as its simulator and digital development tools. This mandate is still underway, with the first training scheduled to take place in early 2026.
